										<content:encoded><![CDATA[<div class="thrv_wrapper tve_wp_shortcode"><div class="tve_shortcode_raw" style="display: none"></div><div class="tve_shortcode_rendered"><p>The Ministry of Entrepreneur Development &amp; Cooperatives (MEDAC) efforts to promote the social enterprise movement has received a boost with the ministry recently announcing 22 social enterprises who have received the Social Enterprise Accreditation (SE.A). This is a new national certification that provides social enterprises with recognition and a means to communicate their commitments on social and environmental impact. SE.A is a collaborative effort between MED and Malaysian Global Innovation &amp; Creativity Centre (MaGIC) as well as Institut Koperasi Malaysia, INSKEN, SME Bank, SME Corp, Suruhunjaya Koperasi Malaysia, and YayasanBank Rakyat.</p><p>The announcement comes after the launch of the Social Enterprise Accreditation Guideline by MED in April 2019. The guideline which is a step-by-step playbook to facilitate social entrepreneurs through their accreditation process also provides clarity on the definition of “social enterprises”, highlights the types of social enterprises and the various business models that can be adopted, discusses the benefits of being registered or recognised as a social enterprise, provides a detailed list of the accreditation criteria and a deep dive into the process to get accredited.</p><p>According to MED, SE.A has received applications from 202 social enterprises (SE Basics) who are keen on obtaining accreditation.  Interested social enterprises will have to register themselves as a SE Basic where they declare themselves as a social enterprise who meets all requirements to become a social enterprise. Only then can the social enterprise apply for national accreditation.</p><p>The three main criteria to obtain the accreditation are:</p><ul><li><em><strong>Have a clearly stated social or environmental goal;</strong></em></li><li><em><strong>Allocate a significant amount of resources towards that goal and</strong></em></li><li><em><strong>Be financially sound</strong></em></li></ul><p>The MED’s hope is that the national accreditation will enable social enterprises to attract talent and win businesses by standing out as an ethical choice in a crowded market. The accreditation also allows for social enterprises to be listed on a public directory on MED’s website which lists all social enterprises who have received the accreditation, impact indicators of the social enterprises, and quarterly reports on their impact performance aside from being the ‘<i>go-to’ </i>platform for other social entrepreneurs to seek guidance and information about social entrepreneurship.</p><p>Accredited social enterprises will be able to access various capacity-development programmes under the Pemangkin Usahawan Sosial Hebat (PUSH) initiative which will also enable social enterprises to apply for grants of up to US$24,475 (RM100,000) that will aid in the scaling of their businesses through micro-franchising opportunities to elevate the B40 community and maximise social or environmental impact.</p><p>Furthermore, the accreditation allows social enterprises to connect with potential customers, use the social enterprise accreditation mark to validate its status and boost credentials, get access to funding opportunities and join a network of Malaysia’s leading social entrepreneurs to drive social or environmental change. Full list of benefits can be obtained <a href="http://www.med.gov.my/index.php?id=11&amp;page_id=22&amp;articleid=247">here</a> (note that the information is in Bahasa Malaysia).</p><p>Commenting on the development, MED Minister, Mohd Redzuan Yusof said, “We are excited to announce the list of the 22 social enterprises who have received accreditation status and are looking forward to accrediting 40 more social enterprises this year.  This is part of efforts at MED to make apparent the beneficial impact social procurement brings; to the private and public sector players who choose to procure from social enterprises, to the beneficiaries of the social enterprises including those who are differently-abled, the B40 community as well as underprivileged communities and to the social enterprises themselves. Social procurement catapults the growth and maximise impact in helping the nation fulfill goals of enhancing inclusiveness towards an equitable society, pursuing green growth for sustainability, accelerating human capital development, and improving well-being for all Malaysians which also contribute to the United Nations Sustainable Development Goals (SDGs). I urge all social enterprises in the country to submit your application to receive accreditation to maximise impact and grow your business.”</p><p>The 22 accredited social enterprises include APE Malaysia; Athena; Biji Biji Initiative; Dialogue in the Dark Malaysia; Earth Heir; Drop &amp; Wash; Eats, Shoots &amp; Roots; EPIC Homes; Generating Opportunities for Learning Disables (GOLD); Komuniti Tukang Jahit; Langit Collective; MaidEasy; Masala Wheels; Me.Reka; MYReaders; Nazkids; Projek 57; Seven Tea One; Silent Teddies; Suri; Tanoti and WormingUp.</p><p>For 2020 MED is aiming to accredit 40 more social enterprises by channeling efforts to intensify awareness as well as promote social entrepreneurship across Malaysia through outreach initiatives and capacity-development programmes.</p><p>Social enterprises keen on being accredited can view the <u><a href="http://www.med.gov.my/index.php?id=11&amp;page_id=22&amp;articleid=243">Social Enterprise Accreditation Guidelines</a></u> (information is in Bahasa Malaysia) or contact MaGIC’s Social Entrepreneurship Development team at 603-83244800 for further information.</p></div></div><div class="tcb_flag" style="display: none"></div>

<p>Beberapa agensi seperti Persatuan Bulan Sabit Merah Malaysia dan Mercy Malaysia kerap tampil memberi bantuan tenaga dan kewangan kepada yang memerlukan. Namun, mereka memerlukan dana sumbangan pelbagai pihak untuk terus mencurah bakti.</p>
<p>Kewujudan<a href="https://ktjmalaysia.com/malaysian-government-announces-first-group-of-social-enterprises-to-get-accredited/"> perniagaan keusahawanan sosial (SE)</a> masa kini menggabungkan objektif keusahawanan berasaskan untung bersama, hasrat meningkatkan keprihatinan kepada komuniti dan golongan lemah atau bermasalah.</p>
<p>Kejayaan beberapa syarikat permulaan berkonsep SE semakin diperkatakan. Ia tidak hanya dilihat sebagai syarikat berasaskan kesukarelawanan dan komitmen sivik yang tinggi semata-mata.</p>
<p>Perbezaan kritikal antara SE dan keusahawanan tradisional dapat dilihat dalam misi utama organisasi dan kesannya kepada pasaran disasar.</p>
<p>Konsep SE berbeza dengan jenis model keusahawanan lain kerana usaha mencari pengaruh berkaitan misi yang dikenal pasti. Sejak beberapa tahun lalu, Malaysia menyaksikan kemajuan luar jangka dalam bidang SE dan menarik perhatian pelbagai sektor.</p>
<p>Usahawan sosial menekankan cara membasmi tekanan dan masalah sosial masyarakat dengan menghasilkan produk atau servis yang dapat membantu masyarakat berkenaan.</p>
<p>Ketua Pegawai Eksekutif Pusat Inovasi dan Kreativiti Global Malaysia (MaGIC), Dzuleira Abu Bakar, berkongsi beberapa contoh SE yang menyumbang kepada masyarakat kurang bernasib baik.</p>
<p>Ini termasuk Animal Projects and Environmental Education Sdn Bhd yang membantu pemeliharaan alam sekitar, Langit Collective yang bekerja dengan petani kecil di Sabah dan Sarawak, serta Komuniti Tukang Jahit yang memberikan latihan perniagaan kepada suri rumah dan ibu tunggal.</p>
<p>Timbalan Menteri Pengajian Tinggi, Datuk Mansor Othman, mengakui SE antara alternatif menarik untuk mengurangkan masalah graduan tidak bekerja.</p>
<p>Pada masa kini, dianggarkan 330,557 yang menganggur boleh membabitkan diri dalam SE.</p>
<p>Sebenarnya graduan mempunyai idea baik dan bernas untuk membantu dalam isu sosial masyarakat, namun di peringkat universiti tidak banyak aktiviti untuk menarik minat mereka ke arah SE.</p>
<p>Projek kebajikan anjuran Khind Starfish Foundation antara inisiatif untuk semua pelajar di Malaysia merancang projek akar umbi di Malaysia, demi mempromosikan kebahagiaan dan menangani punca kemiskinan dan pendidikan yang buruk.</p>
<p>Mereka yang layak diberi pembiayaan maksimum RM10,000 setiap projek. Namun tidak banyak projek dipilih, diteruskan sebagai SE selepas graduasi.</p>
<p>Di universiti, pelajar masih didedahkan untuk berniaga mencari untung kewangan semata-mata.</p>
<p>Namun, seperti perniagaan lain, modal juga menjadi masalah utama. Bakal usahawan perlu mengenal pasti misi atau masyarakat yang hendak dibantu.</p>
<p>Kementerian Pengajian Tinggi (KPT) mula melihat peluang menggalakkan graduan menyertai SE dengan dana RM650,000 diperuntukkan bagi melatih 600 mahasiswa di universiti awam, politeknik dan kolej komuniti dalam bidang itu melalui Program Keusahawanan Peringkat Nasional 2020/2021 University To Community.</p>
<p>Program seperti itu mampu memberi impak besar untuk mengangkat agenda keusahawanan di IPT. Untuk suntikan modal, beberapa agensi boleh memperkenalkan syarikat permulaan ini dengan pelabur.</p>
<p>Kerajaan juga menawarkan beberapa insentif berbentuk pelepasan cukai dan akreditasi. Pada Ogos lalu, Menteri Sains Teknologi dan Inovasi (MOSTI), Khairy Jamaluddin Abu Bakar, mengumumkan Geran Padanan Impak Sosial (SIM) berjumlah RM10 juta. MaGIC Malaysia diberi tanggungjawab menyelia pemberian Geran SIM bagi pihak kerajaan.</p>
<p>Pemberian geran bertujuan menyokong SE dan perniagaan berimpak sosial untuk mengekalkan inisiatif dan program mereka, memanfaatkan kemampuan untuk mengumpul dana, meningkatkan kesedaran masyarakat dalam inovasi sosial dan meningkatkan penyelesaian untuk hasil sosial dan ekosistem yang baik.</p>
<p>Peluang ini perlu direbut golongan menganggur untuk membina kejayaan melalui SE. Mana tahu suatu hari nanti, golongan ini akan menjadi sehebat tokoh SE dunia seperti Muhammad Yunus (Pengasas Grameen Bank), Blake Mycoskie (Pengasas Chief Shoe Giver) atau Adam Braun (Pengasas Pencils of Promise).</p>

										<content:encoded><![CDATA[<p>KUALA LUMPUR: The scarcity of face mask supplies in the country has prompted non-governmental organisations (NGOs) and local social enterprises to team up to help the community tackle the problem.</p>
<p>Komuniti Tukang Jahit (KTJ), Persatuan Kebajikan Suara Kanak-Kanak Malaysia (SUKA Society), and Caremongering Malaysia Community (CMC) have joined hands to tailor <a href="https://royaleculture.com/product-category/facemask/">cloth-based face masks</a> for those in need, especially those in the food delivery services as well as the public.</p>
<p>KTJ’s Chief Executive Officer and founder Yap Sue Yi stressed that the face masks are non-regulation and that they were not targeted at healthcare frontliners.</p>
<p>“The idea was to tailor cloth-based face masks that are washable, reusable, and practical. The cloth-based face masks are also tailored to be lightweight and have pockets for changeable tissue for short-time filtration.</p>
<p>“We believe acting upon this idea is more like a quick response for volunteers and individuals in the essential services, who are in need of reliable face masks since the supply of regulated N95 and three-ply face masks are either limited or out of stock.</p>
<p>“And at the same time, we want to help the community, especially the stay-at-home mothers from B40 communities through job creations from this small effort,” Yap said in a statement.</p>
<p>The project kickstarted with 100 pieces of face masks to be distributed for the first batch. The production numbers would be ramped up gradually to cater to new demands from other NGOs in the future.</p>
<p>The collaboration has taken aboard all safety measures in terms of the masks&#8217; distribution to ensure they are complying with the regulation set during the Movement Control Order (MCO) period.</p>
<p>“In terms of distribution, we have come up with the safest and least human-to-human contact delivery plan. We take into account the need for social distancing too,” Yap said.</p>
<p>The volunteer tailors are equipped with sewing skills through online training and tutorials. The sewing kit, which includes fabrics and other materials for the home-based tailors, was delivered to their doorstep.</p>
<p>Once the masks are ready to be distributed, the tailors would alert the person in charge to pick it up from their doorstep for distribution.</p>
<p>&#8220;We are open to collaborations with any local social enterprises out there as we believe this is the time to give back to our society through any resources or help that we can provide,” Yap said.</p>

Organised annually by the Ministry of Human Resources (MOHR) through its agency, TalentCorp, and in collaboration with the Ministry of Women, Family and Community Development (KPWKM), the LIFE AT WORK Awards aim to promote greater workplace diversity and inclusion (D&amp;I) for the future of work in Malaysia.</p>
<p>According to Minister of Human Resources YB Datuk Seri M. Saravanan, flexible working could actually help businesses to raise their productivity in the new environment created by COVID-19 and that through the jobs and skills development opportunities created by the National Economic Recovery Plan (PENJANA), the Government remains focused on cushioning the impact of the pandemic on the jobless and vulnerable workers, including the nation’s youth. Datuk Seri Saravanan also touched on the Government’s hope that employers continue to be proactive and innovative in meeting the demands of the new norms of employment.</p>
<p>Additionally, a wider adoption of work-life practices (WLPs) in Malaysia&#8217;s workforce could pave the way for improved women&#8217;s economic inclusion. WLPs combined with other planned reforms and policy directions introduced by the Government has resulted in increased women participation rate in the labour force to 55.6 percent¹ as of 2019 (up from 46.8 percent in 2010). However, further initiatives are needed to remove barriers (like unpaid care work, gender discrimination, and structural disadvantages) which prevent women&#8217;s full and equal participation in the workplace.</p>

<p>Dzuleira Abu Bakar is a woman on a mission. The third CEO of the Malaysian Global Innovation &amp; Creativity Centre (MaGIC) came on board in April and one of her first tasks is to dress social enterprises for success — in a manner of speaking.</p>
<p>First, by identifying and accrediting them. Then, by channelling business and funds their way to make them more financially sustainable and resilient as they go out into the world and create a positive impact on society and the environment.</p>
<p>Dzuleira points out that while most corporations do things in a very structured manner and are very clear on how to work out their return on investment, most non-governmental organisations — or the “social space” — are very disorganised. “They are all passion and no structure. They want to help but do not know how to deploy resources. And they come to a point where there is no money to do the work,” she says.</p>
<p>Dzuleira feels that the main problem with the social space is that the cause comes before the “how”. “That is always the disconnect. So, the social enterprise space wants to connect that gap. We want to tell these entrepreneurs that even if their objective is to do social and environmental good, they still must operate like a for-profit business. Their thinking has to be like that of entrepreneurs from the get-go, meaning they have to know how to generate their income first.”</p>
<p>There is a proviso here, however. “Not all charity organisations can be social enterprises because you cannot find a business model for all social causes. But I think there is still room for charity organisations to exist. For certain causes, there is no clear way to monetise them so they need to be funded by donations. But certain causes can drive revenue,” says Dzuleira.</p>
<p>Social enterprises are of interest to her because MaGIC — which was previously under the Ministry of Finance but has since been placed under the Ministry of Entrepreneur Development — has been asked to take charge of this group of entrepreneurs.</p>
<p>“This ministry is tasked with looking at entrepreneurship in general and MaGIC’s niche is in technology and innovation. We want all the entrepreneurs to have innovation, to be aligned with Industry 4.0 and to have a tech element so they can scale more quickly,” says Dzuleira.</p>
<p>How does that interconnect with social enterprise? “That is because at the fundamental level, social enterprises are about entrepreneurship. Just that in this case, it is about focusing on a social cause,” she says.</p>
<p>“With regular businesses, we see if we can incorporate tech or innovation to help them grow more quickly. With social businesses, we will try to infuse the elements of entrepreneurship and technology into the social cause they are trying to promote.”</p>
<p>Dzuleira says MaGIC will help teach these social enterprises how to operate as a business as well as how to derive income.</p>
<p>But to begin with the basics, how do you define a social enterprise in Malaysia? “We are still refining the classification. But under our guidelines, it is any business registered under Malaysian law that has a positive social or environmental impact and a financially sustainable model,” she says.</p>
<p>These causes are segregated into various categories. “We look at marginalised women. We also look at the B40 [bottom 40% of the population]. The B40 is a big group, right? You have women and children, and you have those under a certain age group. So, in all these pockets, we hope to find one or two businesses, at least, each year that are already operating as a business but do not know that they qualify as a social enterprise,” says Dzuleira.</p>
<p>She adds that these businesses will be the ones actually creating employment and generating income for their families. “These are the ones actually doing some social work in their community.”</p>

<p><strong>Accreditation guidelines</strong></p>
<p>Dzuleira says the Ministry of Entrepreneur Development came up with accreditation guidelines to create a way to provide assistance to these social enterprises. “The first layer of the guidelines will enable them to be identified as social enterprises because once they are identified as one, they will get various benefits.</p>
<p>“For starters, they will be recognized by the government’s procurement body. So, they can do ‘e-perolehan’. That means when government agencies want to procure something, instead of going to a purely for-profit business, they can support a social enterprise that is doing some social good.”</p>
<p>She cites the example of the Picha Project. “This well-known social enterprise is into catering. It gets refugees to cook and the food is really good. So, a lot of government agencies use Picha for their catering needs. So, with accreditation, organisations such as the Picha Project are able to receive business from government agencies.”</p>
<p>MaGIC will look at extending the market to government-linked companies (GLCs). “We want GLCs to procure from these social enterprises as well. And this is the first layer of benefits,” says Dzuleira.</p>
<p>The second layer of benefits is that MaGIC will facilitate funding for social enterprises, she says. The Ministry of Finance has introduced the SE Tax Incentive plan to ensure more participation from corporates and citizens who want to be part of the social enterprise movement.</p>
<p>“As a company, if you fund the programmes or business activities of an accredited social enterprise, you can get tax credits or incentives. We are discussing with the ministry to expand this further,” she says.</p>
<p>Dzuleira cites the Angel Tax incentive, which provides accredited angel investors with a tax exemption for certain deals. “We have tax incentives for angel investors to invest in certain businesses. So, we could introduce something similar for social enterprises.”</p>
<p>MaGIC will also be targeting existing charitable organisations to upgrade some of them to social enterprises, she says. This will require a huge mindset shift.</p>
<p>“Because they are already operating with the charity mindset. They want to continue promoting their social mission and rely on donors and grants. The challenge is shifting that mindset to get them to figure out how to derive revenue,” says Dzuleira.</p>
<p>This will be the two ways to increase the number of social enterprises in the country, she says. First, by identifying those that are already operating as social enterprises but do not know it. And second, by looking at organisations promoting social causes that can find a way to derive revenue from their activities.</p>
<p>“We want to identify these gems because these people are already doing a lot of good. And we do not want to only take in charity-type organisations. We want to take in people who are doing revolutionary things that are impacting their communities or the environment in a positive way — whether it is through renewable energy or healthcare — but do not realise they qualify for accreditation,” says Dzuleira.</p>
<p>The accreditation of social enterprises is still fairly new in Malaysia. “It was launched on April 12 and I came in on April 15. Before this, there was a lot of noise in the social enterprise space. The great thing that the ministry did is to anchor that space — marking the territory — to say, ‘Look, this is an important segment, an important element to promote.’ That is why the accreditation guidelines came out,’” she says.</p>
<p>Once the companies have been accredited, how will the ministry measure impact? “It will be on a company-to-company basis. It is not a one-size-fits-all kind of thing. We will have four or five headline key performance indicators, whether it is an increase in livelihood, income, employment &#8230; we are in the process of defining this. And then there will be impact measurement for individual verticals,” says Dzuleira.</p>
<p>But she acknowledges that it is very difficult to define the terms and measure impact in this space. “With a for-profit business, there is the minimum return on investment. It is as simple as that. In this space, you need to measure the impact and it is a bit more complicated. We are looking at that because we want to benchmark the impact.”</p>
<p>Measuring impact is especially useful in attracting corporate dollars. “Different organisations, when they deploy money to social causes, want to measure different things. So sometimes, when we partner them, we tailor our impact to what they want as well. We go out on a fact-finding mission to say, ‘Okay, you want to help women, I will identify a group of marginalised women for you. What do you want us to do with them?’” says Dzuleira.</p>
<p>Again, she reiterates MaGIC’s role in all of this. “We want these social enterprises to be treated like business entities. We have started the accreditation process. We have accredited four social enterprises so far — Komuniti Tukang Jahit, Animal Projects &amp; Environmental Education Sdn Bhd, Langit Collective (M) Sdn Bhd and Tanoti Sdn Bhd. We would like more social enterprises to apply for accreditation. We want to work with them.</p>
<p>“In terms of education and awareness, we are running masterclasses for social enterprises as well as boot camps.”</p>
<p>Right now, MaGIC is being a little lenient about the process, she admits. “We want to get more social enterprises accredited to begin with. Later on, we will probably be stricter.”</p>
<p>The social entrepreneurship agenda is being driven by Malaysia’s Social Inclusion &amp; Vibrant Entrepreneurship (MasSIVE), a MaGIC initiative.</p>
